Rivian’s expansion plans for its Normal, Illinois factory have taken a significant step forward with a unanimous vote of approval from the town’s planning commission. The electric vehicle manufacturer is set to embark on a substantial project that will see the addition of 208,000 square feet to its existing plant, alongside the construction of a new 1.14 million square foot facility.
These developments are part of Rivian’s broader strategy to scale production of its upcoming R2 vehicles, which are designed to be more economical than its current offerings. To support this growth, Rivian is also planning four new parking lots, which will provide just over 2,700 additional spaces.
The expansion is supported by a $1.5 billion investment from Rivian and an $827 million incentive package from the State of Illinois, spread over the next 30 years. In return, Rivian has committed to hiring at least 550 new full-time workers, adding to the approximately 8,000 employees already working at the Normal plant.
Final approval of Rivian’s site plans now rests with the Normal town council, which is scheduled to decide at its upcoming meeting on August 19.
Potential for Further Expansion
Beyond this immediate expansion, Rivian is also considering a separate $200 million project that could further increase its footprint in Normal by 2.4 million square feet. This expansion would focus on light manufacturing and other uses, potentially adding between 600 and 700 new employees to Rivian’s workforce.
However, this additional project is not guaranteed to stay in Normal. Rivian is also exploring competing locations, and the final decision may hinge on the extension of the area’s enterprise zone. Local governments are currently working to extend this zone, which would provide Rivian with a sales tax exemption on building materials and a five-year property tax abatement for the two new buildings.
According to Patrick Hoban, head of the Bloomington-Normal Economic Development Council, securing this extension is crucial for keeping the project in Normal. Without it, Rivian may choose to locate the expansion elsewhere.
